Introduction
I'm sure there are more, but I can't remember any.
1
Mimi Parker of Low
www.youtube.com/watch?v=vWUQpvfRkVM
I forgot to include the female half of Mormon husband and wife team (plus the bassist), Low. They were punk enthusiasts who tried to out-punk the Duluth Minnesota scene by going the opposite direction in sound. The result was this lullabyllic side project that ended up to be a fulltime job with an eternally faithful cult following. Mimi's voice is flute-like and can be served alone or expertly harmonized with Alan Sparhawk's lead singing.
2
Gabby Glaser (Luscious Jackson Era)

I remember being 14 years old listening to Luscious Jackson's Natural Ingredients album, and deciding after listening to City Song, that Gabby Glaser was the bee's knees (the coolest). Sometimes when I sing I get into a mode in which people think I'm a Dylan/Lou Reed ripoff, but what they're really hearing is the influence of the City Song girl.
3
Kazu Makino from Blonde Redhead

Her singing reminds me of how one of my older sisters talked when she was little. Incoherent wispy-ness. Kazu was eventually trampled by a horse, but then made two albums afterwards so far.
4
Tujiko Noriko

Not so much for her voice, but for what she does with it after it leaves her mouth.
5
Nina Simone
www.youtube.com/watch?v=tAv1FDpdnmE
What separates her from other women is that she can make me cry without using violence. After a Nina Simone performance, I could probably nurse a still born back to life.
6
CocoRosie
www.youtube.com/watch?v=eaarYY62_BQ
I'm counting both as one. One is opera singer-trained, and the other sings like an old grandma. They are terribly unique, and i originally wasn't going to add them, but i remembered one of my favorite songs by them, Ohio. After studying the song I realized how simple it was and that if anybody else did it, it wouldn't be anything special, and that the song's greatness (to me) came from their vocals.
7
Martina Topley Bird

Well, mostly because of Tricky, because I was a big Tricky fan.
8
Bjork

I like her, but not enough to put on this list, but I did because people who share the same interests would wonder why I didn't add her. Here's a clip where she sings Satisfaction with PJ Harvey.
Alison Krauss is pretty good, and I don't even like country. I also like Poe. Your #6 is growing on me. Let's hear it for the girls.

Nina Simone is divine. If you haven't heard anything by Norah Jones, I strongly recommend her. She has a jazzy, soulful sound.
